@Lord Boltar thank you for your tipp. Yesterday I tried sudo apt-get purge apport apport-gtk whoopsie and sudo apt upgrade and then I was able to install ROS Noetic without problems. Maybe the cache was flushed when reboot and this solved the problem. I will observe the system the next few days...
