As Missing Persons Week 2021 continues, detectives from Tweed/Byron Police District are renewing a nationwide appeal to help identify a man whose decomposed body was found on the state’s Far North Coast almost a decade ago.
About 7pm on Saturday 24 November 2012, a cotton-fibre style bag was found on the bank of the Tweed River at Tumbulgum, about 10km east of Murwillumbah, by a member of the public.
Officers from the Tweed/Byron Local Area Command attended the scene and confirmed the bag contained human remains.
A post mortem examination established that the man was Caucasian and aged between 50 to 70-years-old.
He was 163cm tall, with a thin build and grey hair tied in a ponytail with a blue band. Further investigations have revealed the man wore dentures.
The post mortem was unable to determine the man’s cause of death, with no visible signs of injury and the body heavily decomposed.
Despite exhaustive inquiries and comparisons to missing persons cases from across the country, detectives were not able to identify the man at the time.
Tweed/Byron detectives established Strike Force Tukara to investigate the man’s death and to determine his identity.
A coronial inquest in 2013 returned an open finding, finding that the man could not be identified, and the date, place, manner and cause of his death were undetermined.
Strike force detectives have worked closely with forensic experts to conduct a range of DNA tests, including phenotyping, which involves using genetic sequencing to predict a person’s physical characteristics.
In early 2020, investigators engaged a forensic artist from the Centre for Anatomy and Human Identification at the University of Dundee in Scotland to construct a 3D virtual sculpture and digital forensic facial reconstruction.
To coincide with National Missing Persons Week, investigators have released the artist’s impressions developed through the reconstruction, which depict what the man may have looked like and are appealing for assistance from the Australian community to help identify him.
Tweed/Byron PD Crime Manager, Detective Chief Inspector Brendon Cullen, is pleading with people across the country – but particularly on the NSW Far North Coast and in Queensland’s South East – to take the time to look at the facial reconstruction, hoping they may recognise this man from their past.
“This kind of technology allows us to apply all the scientific and DNA analysis which we have obtained so far and piece together the most accurate depiction of this man’s appearance.
“We have no doubt there are friends and family members somewhere around Australia who have a relative or loved one who just vanished – perhaps they weren’t listed as a missing person at the time. Maybe they are someone who you lost contact with in the early 2010s.
“While we are yet to find a match on any Missing Persons database, we are confident there is someone out there who will know this man and recognise his features.
“Any piece of information which could help us find out who he is will help us establish his links, his history, his associates, and ultimately determine the circumstances surrounding his death,” Det Ch Insp Cullen said.
The Minister for Police and Emergency Services David Elliott said police need help from the community to give this man back his rightful identity.
“The tragedy about this case is that someone somewhere is wondering where their brother is, where their mate is, maybe where their dad is, and this could be him,” Mr Elliott said.
“NSW Police Force detectives are highly-skilled investigators but they can’t succeed without information.
“If you are missing someone who matches this profile, please call your nearest police station or Crime Stoppers – it may be the call that solves this mystery, and ends a lot of heartache for a family,” he said.

Professor Cunningham,from The Westmead Insitute, an infectious diseases physician, clinical virologist and scientist, said despite some queries over the longevity of vaccines, they were still the one clear element needed for protection.

"We know Delta's far more contagious, and we know it's present in more than 120 countries," he said.

"It has taken over in the UK, India, the US and Indonesia.

"So get yourself immunised, fully immunised, and abide by the health regulations."

To protect the people of NSW from the evolving COVID-19 outbreak, new restrictions will be introduced for all of regional NSW, effective from 5pm tonight until 12.01am Sunday 22 August 2021.
Following updated health advice from NSW Chief Health Officer Dr Kerry Chant, stay-at-home orders will apply to all people who live in regional NSW.
This means the whole of New South Wales will be under stay at home restrictions from 5pm today.
This new order will replace any existing orders in regional NSW.
Everyone must stay at home unless they have a reasonable excuse to leave. They also cannot have visitors in their home from outside their household, including family and friends.
People still can have one visitor at one time to fulfil carers' responsibilities or provide care or assistance, or for compassionate reasons, including where two people are in a relationship but do not live together.
All hospitality venues must be closed to the public, including pubs, restaurants and cafes, except for takeaway.
Retail premises are required to close except for:
• supermarkets and grocery shops,
• shops that predominantly sell food or drinks eg butchers, bakeries, fruit shops and delicatessens, but does not include restaurants or cafes.
• chemists and pharmacies,
• kiosks
• shops that predominately sell office supplies, pet supplies, newspapers, magazines and stationery, alcohol, maternity and baby supplies, medical or pharmaceutical supplies
• food and drink premises, but only to sell takeaway
• cellar door premises, but only to sell takeaway
• hardware and building supplies
• landscaping material supplies
• rural supplies
• timber yards
• garden centres and plant nurseries,
• vehicle hire premises, not including the premises at which vehicles are sold,
• shops that predominately carry out mobile phone repairs.
Service stations, banks, post offices, laundromats and drycleaners can remain open.
Anyone who leaves their home must carry a mask with them at all times. They must be worn when working outdoors, by all school staff, by all people in outdoor markets, outdoor shopping strips, and in an outdoor queues waiting for products such as coffee and food.
Every employer across NSW must require their employees to work from home unless it is not reasonably practicable.
It is a reasonable excuse to leave your home for work – but only if it is not practicable to work from home.
There will be a one-day ‘grace period’ for planned weddings and funerals in the regional areas that have not already been subject to a lockdown. Those events may go ahead until 12.01am on Monday 16 August 2021, but only with guests from areas that have not already been subject to a lockdown. From Monday, small funerals and memorial services of 10 persons only (excluding the persons conducting the service) will be permitted.
NSW Health urges people to continue to present for testing with even the mildest of cold-like symptoms.

For my town, this means a 5km limit from home is enforced (if the local coppers can be bothered)...and that is plenty.....the whole town is only approx 5km long and not that much in width.
My wife will still go to work, because her work cannot be done from home.
My day will remain largely unaltered.

However, there are people who this will severly impact......those who work in other towns and cities for example.

Times are rough....our contentment has been disturbed greatly.....we are not at ease. Nor is the rest of the world.
 
COVID live updates: NSW records 681 new locally acquired cases as lockdown for regional areas gets extended.
New South Wales Premier Gladys Berejiklian has announced that residents in the state's regional communities will be in lockdown until "at least" August 28.
This brings the regions into line with the current COVID-19 lockdown timeline for Greater Sydney and surrounds.
The extension of the lockdown for the state of NSW comes amid rising cases in towns such as Dubbo and Wilcannia.

The premier said cases in Western NSW remained a high concern.
"In Western New South Wales, we remain concerned with the cases bubbling along, especially around Wilcannia, Dubbo ... Things are settling down in other parts of regional New South Wales, which is positive, but concerns remain for western New South Wales," Ms Berejiklian said.
NSW recorded 681 new cases of COVID-19 today, with at least 59 of those infectious in the community.

The state also recorded one new death of a man in his 80s who died at St George Hospital.
NSW Health recorded 25 new cases of COVID-19 reported to 8pm last night in the state's west, bringing the Local Health District's total to 167.
NSW Deputy Premier John Barilaro said the cases, as well as new infections in Goulburn, South Kempsey and Queanbeyan, drove the decision to extend regional NSW's lockdown to August 28.
"Clearly that there are concerns still in regional NSW," Mr Barilaro said.
He also said positive sewage detections in areas with no known cases announced over the past week were also concerning.

An additional three cases were also detected in Wilcannia, in the Far West, as health authorities expressed concern a funeral attended by more than 100 people before lockdown rules were in place could have seeded many cases. There were five new cases in the Newcastle area.
"It is right to stay in front of the curve, in front of the spread, and keep regional rural New South Wales and lockdown," Mr Barilaro said.
"My message is to state vigilant, get tested if you have symptoms."
