\ok so MOKL is a manufacturer's key which is a [Windows thing] and is part of the secure boot , in Linux it is usually taken care of by an app shimx64.efi which normally should be a part of the installation process.
So humour me, turn off fast boot and try to boot your Linux, if it works then we will know that is the problem, if it doesn't work, then my suggestion is you download the ISO again and make a new bootable Pen drive [with a good quality clean drive formatted fats] and try again
if you can get Linux working as you would hope then there are ways of turning on fast boot and adding shimx64.efi if its still missing [but I have never had this problem so its not something I can comfortably give solid help with]
