I finally managed to work it out. It was an issue with other software fighting with gnome dependencies. I removed all custom software and got it to work. I will have to re add software one by one to pinpoint what exact software it was. That's gonna take a while. Marking thread as solved. when I figure out what exact software it was I will post it here. ThanksG'day. I don't use Budgie, nor Arch, although I run 16 - 17 Arch-based distros, one being Arcollinux.

So it may be a GNOME issue, or else perhaps check with Arch bugs as mentioned there.
Someone else may have better ideas.

I'm building a custom respin so it's a matter of creating new iso's until I figure the culprit. Time consuming taskWonderful! So GNOME was involved.
My advice would be to install Timeshift before you start re-adding the software and take snapshots as required to roll back to.
