Cannot Start my Own Doomseeker Game/server

I am able to join other people's server in doomseeker but am unable to create my own game, it just shows this screen:

Are you trying to connect to your server from your internal network or from your ISP router's external IP? If the latter you still need to configure port forwarding in your router. By forwarding port 10666 to your system running that gameserver as well as opening the port on your systems local firewall.

I'm using my mobile's internet data (wifi) and sharing it with my laptop via "hotspot"
(also I don't properly understand what's port forwarding :( )

You won't be able to connect to your gamingserver if your system is using a mobile hotspot network since you have no control over that network. You should connect your system to your local LAN so that your system is connected to your ISP router where you can then connect locally and if that works and you want the gaming server to connect from outside of your local network you can then configure port forwarding.
