yeah. but example : debian use nouvea control driver Nvidia.
Pop!-OS, what it is ? control driver nvidia. Open close nvidia best quality. But linux use open source nvidia perforamence down
Don't know about PopOS.
But worst case, you can download from nVidia.

come with nouveau because it's open source.
However the drivers you download directly from nVidia are not open source.
Ubuntu and Fedora have additional repo's you can enable to download these
binaries as well. (But you don't get the source code)
Video performance on Linux is just as good as windows in most situations, sometimes better.
