If the USA creates restrictions on dual use technology, wouldn't that make it illegal for US companies to license their code under the GPL?
After all, the GPL license includes People's Republic of China, and how to decide, for example, if the linux kernel is a dual use tecnology?
But even if linux kernel isn't, the various real-time kernels probably are.

What's the source of your info, as well as the specific definition of "dual use"?

It's all about hardware, and the implications of those pieces of hardware that could be useful in civilian applications but also have significance in military applications.

There's already a long list of such things on the do not export list, but China is not the only object nation for such technology. You might be surprised at the restrictions to "friendly nations".

Every country does it. I wouldn't worry about it for Linux or for anything that is licensed under GPL.
