Editing,Adding New Characters in Sonic 1

I have questions regarding how to add this Sally Acorn 2D pixelart 16-bit sprite for Sonic 1 Sega Genesis/Mega Drive ROM on Ubuntu Linux 24.04.02 LTS PC? Will I have to convert .tga to .bin? Then how will I have to do it?

Including some sprites of Nicole the Lynx.
