HELP! Giving root view only Access to a non root user

Giving root view only Access to a non root user. Guys I need your help here. intention would be every user should browse the Linux server completely like root but not allowed to do edit/delete actions. How do you do it?

Your asking something that is self-contradictory. Having root access also gives root permissions. That's built into Linux. The assumption being that if you are a root user, or have sudo access, it's for a reason.

The fact is any user can "see" almost everything in the entire filesystem.
