How can I report a bug in ubuntu?

Hey my mouse pad was not working in any linux os but was working fine in windows and I have just confirmed that the touch pad is not detected and it a problem of the kernel I have tried reporting it but everytime I run this command in my terminal ubuntu bug something sorry could not remeber it clearly it makes the file to send to the developers I think but everytime my internet stops working at the same time when it is submitting the problem can someone please tell me how can I report this bug so the developers can make this bug correct and I can use my touch pad.
