I wonder if possible how to perform the above procedure and also prevent the ubuntu publish or automatically add network printers.

Have you tried right-clicking on the Program you see to add Printers, and making it root-only.....? :) Right click, go to Properties, Permission, and set everything there to root..... :) If you have any problems, let us know!..... :D
