I am getting below error when i am trying to install Oracle 12c Release 2 on RHEL 7.

Check that xauth and xdpyinfo are both installed..

I'd also check here to make sure you have your x display set up correctly:

Check your DISPLAY settings. You need to have a tigervnc setup on the server to give you the GUI. Generally servers run with a runlevel=3 (NonGUI/CUI with Networking mode). Graphics are in runlevel-5 (uname -r)
Once your vnc is setup on the server, invoke a tool like "Reflections" on your windows (client) machine (separate install).

Have you tried after xhost + as root on server with a x11 forwarding enabled session in putty?
