What distribution and desktop environment are you running?
 
does clicking on unlock icon ask for sudo privilege ?

when clocks change i re-set mine via command line.

What output do you get if you type :

$sudo date --help

in case you get a response this is how i set my date and time if i were to do it at 19.58 greenwich meantime on 22 january 2020 :

# date --set='2020-01-22 19:57:00'
thats for slackware but if date command responds then something similar should work

1.Open a terminal and then type:

sudo timedatectl set-ntp false
2. Click In the menu: System -> Time and Date
3. Unlock: Click on unlock and type your password.
4. Change the time as you like.
Although it's better to keep your time synced with ntp servers.

Click on the Unlock button, then you should get a popup asking for your password, enter your password and you should be able to ad just the time. For example switch the hour to 22 then click in the top right corner where the clock is and it should change. I just the same on one of my virtual machines running ParrotOS.

I have tried a lot
It is only a padlock tag
The password does not appear
 
I remember you were wanting to remove MATE desktop in your previous post. First try remove that MATE.

sudo apt remove mate-desktop-environment
Then try to reinstall xfce4.

I have not removed MATE I scared, if I get problems :confused:
 
If you 'get problems', you just reinstall the OS

You have a backup....Yes ?

You have Timeshift installed with a reasonably current snapshot....Yes ?

Nothing to worry about.
