What exactly are you trying to do?

Shell? Why do you want to access the "Shell"?

On a Chromebook you can get to the "Terminal" by pressing Ctrl+Alt+T

Check, beforehand, to make absolutely sure that you meet the minimum requirements of Ubuntu.

Chromebooks can be very low powered. You might, or might not, have enough memory.

You need to enable developer mode for the shell command to work https://chromium.googlesource.com/chromiumos/docs/+/master/developer_mode.md#dev-mode

I am quite new to Linux/Gnu myself. However, I have had my fair share of installing Ubuntu. My question for you is are you new to Linux? why would you run the command shell? Also, do you even know what developer mode is used for?

You can download Ubuntu from ubuntu.com, download the iso image, copy the image using Chromebook Recovery Utility. From there you may want to duckduckgo or google on how to enable usb booting.
