Have you rebooted your router and or Modem?
Do you have high latency ?- which is the time data takes to make a round trip from your device to the destination and back
Have you checked the Speed vs what you are paying for ? - speedtest.net
Is your ISP throttling you - because you went over your download limit?
there are a lot of things that can affect your speed - bad cabling or noise in your line

10 mb! LOL im lucky to get 1 mb and i average 600 kib.
Okay since you're using Linux open the terminal and copy and paste this
press enter and copy and paste the output to a post.
What type of internet service are you connected to.
Are you Fiber or Cable or copper wire DSL/POTS.
