Is it true the Qt framework KDE is on isn't open-source?

I've heard this a few times and tried to look into it but didn't find too much. This might make me avoid KDE even though I love it, lol.
 


Qt, Qt Quick and the supporting tools are developed as an open source project governed by an inclusive meritocratic model. Qt can be used under open source (LGPL v2.1) or commercial terms.
