Issue with USB audio I/O box not booting at startup

Currently I'm using "Clear Linux", or intel's linux project, but I've had this issue with several other distros too.
Essentially, it's a simple stereo/surround peripheral and it works fine when I first plug it in, but then when I reboot I have to unplug and replug the USB cord in for the OS to recognize the USB box again. While it'd be nice to be able to fix the problem at the BIOS/UEFI level, I'd be happy with just being able to "rescan" the USB ports in the terminal, to where I could effectively emulate unplugging and re-plugging the USB cord. Is there a command for this?
 


My assumption of the problem is that the device is not being recognized during the boot up, but the code sent to the OS when a new device is plugged in is what triggers the device to be recognized, so to speak. It may not be pretty but is there a way to send that "usb plugged in" code via the terminal, maybe if there was a way to identify the specific USB port?
