linux mint lagging.. keeps lagging.

hii, linux mint keep lagging.. each time it freezes like for 5 sec to 12 sec, then it frees 1 to 2 secs, then freezes several seconds.. keeps happening.
may i know how to troubleshoot the problem ?

Something is eating up a lot of memory 70% (2.60GB) and you only have 3.68GB of memory.

Open the task manager or htop or system monitor and see what's loading down the memory.

You're using Linux Mint 19.3 Cinnamon and Cinnamon desktop is Gnome 3 base and is resource demanding so that alone could be a problem.
 
Distro hop. You have an older celeron with only 4 gig ram. Order more ram used from ebay or aliexpress. For you ideal would be xubuntu 18 lts. Xfce with lightdm is perfect..

Also, I’m assuming you have garbage rescue laptop, check your hdd, preferably with windows.
 
Run gsmartcontrol against that drive to see how old it really is. Chances are very good, it is trying to tell you already, it's tired, and is ready to be used as target practice. But, then again it may be a wayward app, so run htop also and see what pops up near the top of the running list when it starts to lag.
