is their a way to load network driver on a distro that normally does not support the wifi ? I know the wifi works on fedora but not rocky. I also know that it did not work on pepermint os.

There is a driver for that wifi adapter in kernels from 5.10.0-1-amd64 through to 5.16, and maybe earlier, but you'd need to check that. You would also need to install the firmware-realtek or similar package in the distribution you run. I know it works in debian but can't vouch for any other distro at the moment.

ok i can just use ethernet to build out system
and then update to 5.16 kernel which is the one that fedora is using
