I can not follow you.
its easy enough to do, but it is easy to get it wrong,
the most common error I have come across is people using too much thermal paste, if it doesn't all squeeze out when seating the heat sink then too much can act as an insulator, or if it does all squeeze out it makes a right mess of the mother board
 


Beneath, AMD, Intel ... does know, high polished CPU and the respective high polished conductor of the cooler denied a paste, but former years, no "stamp" does mean, no original AMD. Intel, ....
 
The only thing that thermal paste is supposed to do is fill in any gaps between the heat sink and the surface it is applied to. Only the smallest amount possible should be used. It is not a heat spreader.

Paste, what does ?
 
A hint:
air : 0,025 W/mk
copper : 390 W/mk
paste : 1-4 W/mk
silver : 427 W/mk
gold : 72 W/mk

To cleaning : I did use compressed air, provided by a company. But be care full, moving parts like a fan, only fixed first the fan and second the distance as wide as possible. Small workshops in the neighborhood often have it, an honest question did help.

The use of compressed air also encompasses caution, so the recommended speed of fans is not exceeded. I usually hold the blade of the fan either with a finger or the blade of a screwdriver etc.
The time spent with a cotton bud dipped in alcohol, and then used to wipe dusty etc surfaces down, is time well spent
