After installing the latest version of Mint (21.3) my laptop is getting hung from time to time. The installation was a fresh one done after formatting the hard disk. Sometimes booting doesn't complete. I get diverted and the command intramfs appears. After typing exit, a message indicating inode errors appears and I'm asked to fsck. That solves the problem and booting gets completed. But while working, at times the drives become read only and a message "A problem has been detected with your thumbnail cache. Fixing it will require administrative privilege.' appears in the Home directory. But it doesn't get repaired even after using the login password. I've run smartctl and other programs to check the hard drive and memory. Both are shown as error free. So is there a problem with the 21.3 version?

dpkg --force-all --configure -a
then
sudo apt update
then
sudo apt --fix-broken install && apt-get -f install
then
Re-boot

There is absolutely no problem with the LM21.3 version...it is among the most reliable distros available, so it is most unusual to experience what you have.
I owuld reinstall.
Pay attention to the detail
There is a great deal of info in the link below.
Do not format the HDD before reinstalling. The installation process will do that for you.
Be sure to verify the .iso image

Not my area but it looks like either the files have been re-named or the permissions changed.

I downloaded a fresh copy of the .iso file, verified it and did a fresh installation. The formatting was done through the installation. Mint is the only OS. Then there is an EFI partition, followed by three logical partitions in an extended partition. I changed the icon set to candy and sweet-purple. I recently installed Mint Cinnamon 21.3 in Virtualbox and it ran perfectly. Why did you format the HDD...this is not needed because Mint formats and installs the Distro for you.
I highly doubt the thumbnail cache or cache has anything to do with this problem...

Hardly anything to worry about...it might be the HDD...how old is it ?
It these things were to happen to me...the first thing I'd look at would be the Drive.

The laptop is 10 yrs old. I have checked the HDD and memory. No errors seen.

that would not be a problem, the one I am using [as I type this] is my now 14 yr old Del lappy as I am on holiday at he moment it is using Parrot home 6.2 for its OS, at home it would normally have the Mint LMDE6 drive in it or one of my other working drives Mint 21, MX, Debian, they all run faultlessly and are all fully updated.

error Couldn't create temporary file /tmp/apt.conf. Usually denotes a lost/missing or corrupt file, his may be due to a corrupt installation or possibly something you have done in the past

The icons were changed after installation.
I formatted it using the 'something else' option.
The memory was checked from the installation USB. HDD was checked with smartctl.

This seems anomalous. If the installation is UEFI, then there are usually gpt partitions, not logical partitions. A BIOS installation may have logical partitions with the partition table installed in the mbr. But even then, a BIOS mbr installation has primary partitions, and only logical partitions once the three out of four primary partitions have been allocated and the fourth primary partition can then be configured as the extended partition within which are located a number of logical partitions.
To check what sort of installation you have you can navigate to /sys/firmware/efi/efivars and see whether that directory is populated with files, or just run:

ls /sys/firmware/efi/efivars | wc -lIf there are none, then the installation is likely the standard BIOS with an mbr job, and any efi partition would not be relevant, and waste of space.
The inode count in post #19 is fine, but that's not to say there isn't filesystem corruption. The fsck command can likely regularise the filesystem if the hard drive has no hardware issues.
If there is an issue with the thumbnail cache, it can be deleted:
