Problem with ubuntu minimal 64bit! Errors!

Hey guys i am newbie in the management of a VPS and i would like some help!
I have an Ubuntu Minimal 64bit Server! Every time i try to use apt-get command it has an error! It says: FATAL -> Failed to fork.
So i want to install LAMP and Webmin but i can't!
Please help me!

Contact your hosting.
Either your server is out of memory or your VPS is misconfigured.

How much resource does this VPS provide? This could be that your out of memory.
