Ryanvade is the most correct. (100%)

Bootloaders are needed. Try removing the bootloader and later regret doing so. (WARNING: Do not really try this. Bootloaders are needed.) Bootloaders start the OS.

BURG is a remix of GRUB. GRUB came first. Notice that BURG is GRUB spelled backwards.

The Linux kernel is just the Linux kernel. Bootloaders are made by third parties. Adding bootloaders to the Linux kernel would complicate kernel development. Plus, many users feel that one bootloader is better than the rest. I personally prefer GRUB.
