Rocky Linux SELinux add exception permission denied

Hi, I'm trying out Rocky Linux for the first time as a workstation (just for office work) for a branch site, and I needed to set up a L2TP Ipsec tunnel to the main office.
So I've got it set up, and strongswan got blocked by SELinux. I added the exception in the admin account, and it worked fine. However, changing over to the standard account, the exception was not inherited? And trying to add the exception (logged in to desktop as standard user, but terminal as admin) returned result "permission denied".

I tried searching the documentation but it does not mention this anywhere. Any pointers on where I should look to resolve this issue?
