Scale: register a network device(register_netdev) takes long time and high CPU usage

we have a suite of network protocols(Layer2, Layer3 and MPLS), one of the module is infra module which is used to create 8k sub-interfaces.
For the scaled scenario(example in a service provider network Edge node) all the 8k sub-interfaces we are configuring in one go.
We don't see high CPU usage and systemd-udevd & ifquery daemons persistence for upto 3k sub-if creation.

we make netlink call and in the kernel-module we call register_netdev to create a network device we need. This works without any issues for small numbers.

When we create 8k network devices all at once, I could see it takes 2 minutes approx to complete, after which CPU usage continues to be high, mainly with many daemons named systemd-udevd and ifquery

what is happening in the background in kernel ?
why is the bottle-neck ? is it due to rtnl semaphore access ?
