Setup Watchdog with 2 interfaces

I have watchdog working on my raspberry pi using the interface eth0. I have also set a backup wifi connection (IOT device has static local wifi IP set (no DHCP)) incase the ethernet goes down. I can not seem to figure out how to set up the wifi as a backup in watchdog so it only reboots when both interfaces do not receive communicate back from the ping. Does anyone know how to do this?

If it is hard to understand, I want watchdog to trigger a reset if both fail, not if only one fails. I need it to operate like a NOT AND gate where it only passes the reset command if both are false (failed)

Solution is not to specify any interfaces, that way it only fails if the ping does not go through (both interfaces do not work).
