No, it will not be billions. Many phones are out of support. The cheaper phones may never see a single update. So, while Google may have sent out patch - it's incumbent upon both the OEM *and* the cellular provider to provide OTA updates.

Billions of devices won't be getting fixed. The number will be much, much smaller.
