Is there a reason you want such an old version? Current version in 19.8.

You can get that by Googling

oracle instant client

choose the oracle.com reference that applies to your location and follow the links.

The purpose its to download the rpm from oracle website with curl or wget
The version it doesnt matter i can even choose jdk or ..

I haven't tried it. I have no Oracle account.
 
Personally I don't mess with the headache of downloading packages behind an auth web page through the CLI. I download the package through a GUI web browser on another system and then ssh copy the file to the CLI based machine and install the package as a manual. local package using yum or rpm. Though I usually have to install the package on multiple CLI based systems and my method saves my limited internet bandwidth, guarantees the correct package is being retrieved and control of decencies related to the package.

BTW to our much-appreciated helpers, there is no need to get past or around registration, I have downloaded the .rpm file using wget, directly with the file name and location. ;)
