what does this mean "~/.asoundrc" ?

forums someone wrote:

}" <= i understood this; create a file and write in it this code.
but the second part is more complex:
"Then copy-paste these lines to ~/.asoundrc (create the file if necessary)" <= i did not understand.

What does this mean as i understand there is no file name only type of the file with the strange "/" sign?

It means copy the lines (I didn't see them in your example) to
~/.asoundrc
which means:
~/ (your home directory) .asoundrc (a file called ".asoundrc"
So if you're bobby, it would be
/home/bobby/.asoundrc
