how do i convert plain text links in html coloumn to clickable links html file

• i have 2 coloumn table in html file
• coloumn 1 is title, coloumn 2 is url
• coloumn 2 is plain text urls
• how do i convert them to clickable

links using coloumn 1 as title and
coloumn 2 as link as single html file
or simply like lynx bookmark file
ex_

• yes, to use as bookmark file
• i didnt remember exactly, but i

have seen lynx bookmark file,
blown away by its simplicity
* just use your browser, no tracking,
can backup as text file and carry everywhere
* i have more than 500+ rows with title & urls
