Does replacing a partition replace the old partition w/ the new one w/out deleting anything?

If you replace a partition than yes it will delete everything that is on that partition.
If you manually created separate partitions root and home than you should be able to remove the root partition and keep the home partition where your saved files should be.
Before removing any partitions I would create a back up of your drive in case it goes south.
