Whe you say optimal driver and you talking intel/ or nvidia?

I noticed when i installed popos in the hz setting there was a 60hz and a 119hz, i was able to set my display at 119hz. But in win10 there is only 60hz option. Is this a bug? I have a acer nitro 5
