I have a problem on my machine and I believe the problem lies in the Kernel itself rather than any distro. Where can I report or maybe a little personally contact anyone who works or maintains on the actual Linux Kernel?

Lets not jump on to the problem. It is regarding that my processor does not clamp to PL2 at all. I already made a thread about it. I've tried a lot of things but to no success. It is not worth it to start back the conversation from square one. I have tried many distros but they have the same problem as well, so I am sure it is a problem in the Kernel. I just want to contact someone who knows and can make changes in the Kernel. I know what I am doing.

Some guidelines:
It may be the case that the kernel issue belongs to a distribution in the sense that the vanilla kernel from kernel.org has been modified by the distribution, in which case, the bug reporting process of the distribution is a more appropriate place for a bug report. Here for example, is some info for reporting kernel bugs on debian:
Each distro will have it's own reporting process, so it would be most helpful for the particular distro's requirements be researched to satisfy the respective distro's needs.

It maybe be useful to try the mainline kernel first to see if the issue happens there before reporting to kernel devs for that reason.
