I just need a confirmation that the ISO selection problem is with the Ubuntu 21.04 version , nothing else.
I cannot confirm that.

I run LM20.1
I have a download on my desktop....Ubuntu 21.04 (Hirsute Hippo) 64bit (from https://releases.ubuntu.com/21.04/ )

I have downloaded and installed .....
startup disk creator .png

Then, I have opened that startup creator....and as shown below
ISO Selected.png

....I have selected the Ubuntu 21.04 ISO from my Desktop, also selected the usb stick to write it to....and clicked on "Make Startup Disk"

The installation completed. I can now run Ubutu on other computers by booting them with this drive (usb stick) inserted.

So, in summary, I cannot confirm that your selection problem is with the Ubuntu 21.04 version.

Nice work / confirmation that "startup disk creator" will process UBUNTU ISO.
Thanks
