/etc/issue



That file tells you what distro and version you have installed. When you upgrade to the next version of your distro, the data in the file will be updated. You shouldn't edit it yourself.
 
No, that's the purpose of /etc/os-release.
/ets/issue contains what is displayed before the login on tty.

My bad. I was told it's where you get your OS version. But it does show that regardless.
