Now there is a workaround for this, which could involve tweaking either of Software Sources (Additional Repositories), or editing /etc/apt/sources.list as Root/Administrator … and adding a word “xenial” for Xenial Xerus, which is the Ubuntu 16.04 series and also what the Linux Mint 18 series is based on.
Jas is likely better positioned to explain this than I, as rather than being “trusty” here, I am very “rusty”, lol.

Rather than reinvent the wheel, and if you, Phylly, are content with a slightly older version of KXStitch:
This article tells how to install it on Linux Mint 'Qiana' which is v17.0 and it works across 17.1 'Rebecca', 17.2 'Rafaela' and your own 17.3 'Rosa'.

I had a spare 'Rosa' kicking around, and I have just installed it. Here is a screenshot
I just picked a random wallpaper to colour it up.
I ended up with KXStitch v1.2.0 out of the exercise (takes a few minutes, with a large number of files to install) and this may be sufficient for your purposes. Once installed, you will find it under Menu-Graphics, or at Menu start typing kxstitch.
In the app itself, under Help-about KXStitch, a website is listed but I have not gone further.
Of course, there is always a “C: None of the Above”, lol, that might include upgrading to LM 18 and then Jas's directions will work, so the choices are yours.
