someone else mentioned updating your installation. one important reason to consider that is mint 19.3 is no longer supported: https://www.linuxmint.com/rel_tricia_cinnamon.php

Linux Mint 19.3 is a long term support release which will be supported until 2023.

it says until 2023, but i believe that is usually only until some time in april. for further confirmation you can see that 19.3 isn't listed on this page or currently supported versions of linux mint: https://www.linuxmint.com/download_all.php

Yup. Upgrade to a new Mint version to continue getting support/upgrades to fix bugs and security issues.
