Password less authentication in RBASH environment

I have created two users (both with RBASH), one at client and other at server both are RHEL 7. I want my client user to remotely access server user with RSA key authentication. I have generated the RSA keys of user client but while copying this key to server user, I am getting error

" Line2 error:RBASH: permission denied : cannot redirect output ~/.ssh/authorized_keys"

How can I give access to server user's RBASH to access its own authorized keys ??

It's been a long time since I've configured this, but from what I remember you configure rbash per user, so just use the root user to copy over the publickey. Copy the pubkey, login as root, then paste the publickey into the users authorized_keys file.
