"Your Debian system port on your local network won't be able to be seen by other people using the same VPN unless you provide them with your port number."
I decided to change my rule to allow SSH from 10.20.30.0/24.

You got correct response because loopback addresses are not routed.
However if 10.20.30.0 is local network address then VPN connected peers won't be able to see you unless this this address is the on on which VPN operates.

You can check your failed logins with lastb. If there is a lan ip its possible that your machine is reachable via vpn provider.
