If I have Debian listening SSH port on local network (0.0.0.0:22) with UFW. As I am using paid VPN does other people in same VPN assigned subnet see my port open?

That question is better suited for your vpn provider since they know the technical details of their vpn hosting setup.

This is what I got as an answer:
"Your Debian system port on your local network won't be able to be seen by other people using the same VPN unless you provide them with your port number."

I decided to change my rule to allow SSH from 10.20.30.0/24.

You got correct response because loopback addresses are not routed.
However if 10.20.30.0 is local network address then VPN connected peers won't be able to see you unless this this address is the on on which VPN operates.
