UVC capture card not working

I have a linux laptop as the input and a linux pc as the output. I want my laptop screen to appear on obs on the pc. So on the output pc I go into obs, add source, video capture device (V4L2) and then I get the rainbow screen. That is without the nouveau drivers.

Now I installed the Nouveau drivers and it is like this for a second but then becomes all black

I really need this to work so if you know any other places I can post this then tell me.

Seems to have something to do with what's called an NDI plugin? I'm no expert with OBS; I've "tinkered" with it in the past, but I've never done anything serious with it.....

I can’t record over the network though, I won’t be connected to the internet for part of it.

update on the situation:
the tty records perfectly fine but in xorg, only the wallpaper shows and nothing else. So if I open a browser or something nothing shows in obs but my wallpaper does. And if there is a wallpaper change animation for example in linux mint, the animation shows as well.
