An arch or a fedora.



If you have to ask, meaning your are probably a new to Linux user so Fedora.
 
It makes little difference which base distribution you choose, they all will do the same job, arch based are the most difficult for newbies, Fedora is a little easier, Slackware can be challenging, and Debian based are usually the most newbie friendly.
Because of the Number of children in the Debian family, you will also get wider support.

As a newbie, I strongly suggest you steer clear of all the dozen or so pen-testing distributions until you are fully Linux conversant, or you will be jumping off a cliff with a black bag on your head.
