Making a software for Linux OS for time sync

Hi all,

I am very new to this concept of making a software package and need all the help possible.

I need to develop a software package that will take the timestamping info from a packet coming at ethernet port and use it to calculate the time error after comparing with the local time. I am clueless as to how to go about it.
Should i do it in C++ or something else?
